摘要
数字化转型推动着政府工作的重新定位和公共服务模式的重塑。以TOE模型结合技术分析框架为理论视角,运用单案例研究方法,探讨医保治理现代化的运作机理与优化路径。研究结果表明:医保数字化转型符合“赋能机制结构化—数字服务能力形成—赋能价值创造”的三阶段路径。下一阶段需要解决的问题在于:推动数字编码标准落地,加快科技融合应用,回应参保人需求、完善“三医”协同发展与治理的配套措施,发挥医保现代化治理效能。研究拓展了政府治理现代化研究的空间,兼具理论和实践价值。
Digital transformation is driving the repositioning of government work and the reshaping of public ser⁃vice models.It uses TOE theory combined with a technology analysis framework as a theoretical perspective and a single-case study approach to explore the operational mechanism and optimization path of health insurance gover⁃nance modernization.The findings show that the digital transformation of health insurance is in line with the threestage path of“structuring the enabling mechanism-forming digital service capacity-enabling value creation”.The next stage is to promote the implementation of digital coding standards,accelerate the application of technology inte⁃gration,respond to the needs of the insured,improve the supporting measures for the linkage of the three health care systems,and bring into play the effectiveness of modern governance of health care.It expands the scope of government governance modernisation research and has both theoretical and practical value.
