摘要
全面二孩、全面三孩政策实施以来,家庭托育需求日益增加,托育供需矛盾日益加剧,面临诸多问题和挑战。以温州为例进行实证研究发现,为充分满足3岁以下婴幼儿家庭的需求,有必要构建共同富裕背景下温州婴幼儿托育服务体系。要完善政策法规,建立以政府为主导的托育机构监管体系,加大财政投入,加快普惠性托育机构建设;要探索普惠性社区托育服务模式,完善配套设施,构建“育共体”婴幼儿照护服务模式;要加强育龄女性社区权益保护,发放婴幼儿托育专项补贴,分担家庭养育成本。
Since the implementation of the universal two-child policy and the universal three-child policy,the demand for family childcare has been increasing day by day,resulting in the increasing contradiction between supply and demand for childcare,and thus many issues and challenges have been triggered.Taking Wenzhou as an example for empirical research,it is found that in order to fully meet the needs of families of infants and children under the age of 3,it is essential to build a Wenzhou childcare service system in the context of common prosperity;It is necessary to improve policies and regulations,establish a government-led supervision system of childcare institutions,and accelerate the construction of inclusive childcare institutions by increasing financial investment;through the exploration of the inclusive community childcare service model and the improvement of supporting facilities,it is necessary to build a‘‘parenting community’’childcare service model in Wenzhou;it is also crucial to strengthen the protection of the rights and interests of women in childbearing age in the community,issue special subsidies for childcare,so as to share the cost of family upbringing.
