数字时代文化产业治理新特点与繁荣文化产业新思路 被引量:12

New Characteristics of Cultural Industry Governance and New Approaches to a Prosperous Cultural Industry in the Digital Era

摘要 数字时代我国文化产业治理环境日趋繁复,不确定性明显增多。文化产业治理呈现出治理对象模糊、治理内容具有嵌合性、治理过程动态化和治理主体网络化等新特点。为适应数字时代的变化,文化管理部门在治理机制、政策制定等方面进行了调适,但与数字时代要求不相适应的问题仍十分突出,迫切需要完善文化产业治理体系。推动数字时代文化产业高质量发展,需秉持适应性治理理念,做到敏捷治理、包容治理、数据治理、开放治理、协同治理、综合治理。 Cutting-edge digital technologies represented by big data,blockchain,artificial intelligence,etc.have brought about profound changes in the field of cultural industry,and technological,business and product innovations are emerging.The uncertainty and complexity of cultural industry governance have increased,and the problem of existing cultural industry governance not adapting to the digital age becomes increasingly prominent.It is very urgent to grasp the new characteristics of cultural governance era and to construct new mechanisms and new ways of cultural industry governance in the digital era.At present,the fusion of business forms,rapid iteration,platform development and multiple property rights have become the main features of cultural industry development.These changes cause the governance of cultural industry to present new features such as ambiguity of governance object,embeddedness of governance content,dynamization of governance process and networking of governance subject.In line with the development trend of the cultural industry in the digital era,China’s administrative departments have actively adapted their management methods.For example,it has reduced administrative approvals,deepened the reform of comprehensive law enforcement in the cultural market,regulated the monopolistic behavior of online platforms,improved the governance of the online cultural market,implemented tolerant and prudent supervision of new cultural industries,and explored credit supervision of cultural enterprises.But the problems are still very prominent that the existing concepts of management of the cultural industry,management mechanisms,and management methods are incompatible with the requirements of the digital era.The main problems in the governance of China’s cultural industry are as follows.Firstly,“silo”type management leads to unclear rights and responsibilities.Secondly,“nanny”type management leads to inefficiency.Thirdly,the management efficiency and rules are lagging behind.Fourthly,there is the phenomenon of“bystander suffers”.Fifthly,“one size fits all”and“campaign-style management”are frequent.To promote the prosperity of the cultural industry in the digital era,it is necessary to adopt adaptive governance strategies.Adaptive governance of cultural industry refers to the fact that in order to adapt to the complex and uncertain governance situation,the administrative departments can take adaptive actions by quickly identifying and responding to the governance affairs of cultural industry,adjusting the built-in rules,accurately matching the situation,and finally choosing the appropriate policy programs.With the concept of adaptive governance,the improvement of cultural industry governance should adhere to agile governance,inclusive governance,data governance,open governance,collaborative governance and comprehensive governance.
