摘要
长江流域禁渔政策事关长江流域“十年禁渔”成败和成效,也关乎长江流域渔民生计和生活。长江流域禁渔政策经历了实践探索、由点到面发展、由点到面完善、全面实施四个阶段。基于公共政策理论考察长江流域禁渔政策的理论基础,可从法律依据、监管创新、执行边界明晰、深入研究等层面拓展完善相关政策,以推动长江流域“十年禁渔”和保障长江流域禁渔后渔民可持续生计。
The fishing ban policy in the Yangtze River Basin is critical to the success and effectiveness of the Ten-Year Fishing Ban,as well as to the livelihood and life of the fishermen in the region.The policy has evolved through stages of practical exploration,expansion from localized to broader areas,refinement from specific points to larger regions,and finally,comprehensive implementation.By examining the theoretical basis of the fishing ban policy through the lens of public policy theory,we can identify areas for expansion and improvement.These include strengthening the legal foundation,fostering regulatory innovation,clarifying execution boundaries,and conducting in-depth research.These recommendations aim to enhance the Ten-Year Fishing Ban and ensure the sustainable livelihood of fishermen after the ban is implemented in the Yangtze River Basin.
