摘要
河南段黄河位于黄河的中下游区域,河道宽、悬差大、滩区面积大、历史灾害最重。河南沿黄地区高质量发展的主要困境为沿河流域水土流失、黄河滩湿地保护与当地资源开发利用、农业发展之间的矛盾。部分中药对盐碱地、沼泽地有着较强的适应能力,也有部分中药具有防风固沙、防止水土流失的作用,沿黄流域发展中药材经济不仅是对中医药政策的落实,更是有效改善沿黄区域存在问题、推动区域高质量发展的重要举措。建议:(1)规划种植适宜滩区中药材,构建河南黄河滩区特色的中药产业体系;(2)综合利用中药材非药用部位;(3)大力发展湿地中医药养生生态旅游产业;(4)因地制宜确立政策,针对粮食产量低、布局条件差的农业效益低下区域,推进林下药、林药结合、林下草、林牧结合等栽培模式。
The Henan section of the Yellow River Basin is located in the middle and lower reaches of the Yellow River,with a wide river channel,large overhang,large beach area and the heaviest historical disasters.The main dificulties in high-quality development along the Yellow River are the contradictions between soil erosion along the river basin,the protection of the Yellow River beach wetland and the development and utilization of local resources and agriculture.Some Chinese drugs have strong adaptability to saline-alkali land and marshland,and some have the functions of windbreak and sand fixation,and preventing soil erosion.Developing the economy of Chinese drugs along the Yellow River Basin is not only the implementation of Chinese drug policies,but also an important measure to effectively improve the problems along the Yellow River Basin and promote high-quality development of the region.The following are some sugges-tions:(1)To plan the planting of suitable Chinese drugs in the beach area,reasonably plan the layout of the Chinese drug planting in-dustry,and build a TCM industry system with the characteristics of the Yellow River beach area in Henan Province.(2)To carry out the comprehensive utilization of non-medicinal parts of Chinese drugs:based on the protection of natural conditions,to carry out in-depth development and utilization of non-medicinal parts of Chinese drugs around the Yellow River Basin.(3)To vigorously develop the wet-land TCM health care ecological tourism industry.(4)To establish policies in accordance with local conditions.In the areas with low grain yield and poor layout conditions,the cultivation mode of under-forest medicine,forest medicine combination,under-forest grass,forest-pasture combination should be promoted.
