摘要
《“十四五”全国档案事业发展规划》指出要推动档案治理体系构建,明确提出要进行档案制度规范工程,体现了国家层面推动档案治理体系构建的实践指向,亦彰显出档案制度研究的重要性。本文主要基于制度分析框架理论对档案制度演变进行研究。首先,通过对制度分析框架基础理论的阐释,揭示档案制度演变的内在机理;其次,基于制度分析框架对档案制度演变的发展趋势进行分析,指出档案制度演变由档案行政管理向档案治理转变的价值重构,由一元主导向多元共治的行动者转变,由分散化制度设计到整体性制度建构转变的发展趋向,以期为档案治理视域下的档案制度研究提供理论借鉴。
The"14th Five Year Plan for the Development of National Archives''points out that it is necessary to promote the construction of archival management system and clearly proposes the construction of archival system standardization engineering,reflecting the practical direction of promoting the construction of archival management system at the national level and highlighting the importance of archival system.This paper mainly studies the evolution of the archival system based on the institutional analysis framework theory.First,it explains the framework theory and reveals the internal mechanism of the evolution of the archival system.Then based on the institutional analysis framework,it analyzes the trend of the evolution of the system and points out the value reconstruction of the transformation from archival administrative management to archival governance,from a single dominant actor to a diversified co-governance actor,and from decentralized institutional design to overall institutional construction.It is expected to provide a theoretical reference for the research of archival system from the perspective of archival governance.
