摘要
海洋工程装备产业是高端制造业、战略性新兴产业的重要组成部分,我国海洋工程装备产业经过60多年的发展已挤进全球第二梯队。本文基于山东省海洋工程装备产业发展现状,分析其高质量发展存在的问题,并提出对策建议,以期为海工装备产业政策制定提供参考。研究发现:山东省海洋工程装备产业呈现出产业支持政策日趋完备、产业集聚发展成效显著、规模实力不断增强、产业创新平台体系化初显、产业链相对完整等趋势和特点,但仍存在市场主体发展阻碍较多、自主创新能力亟需提升、产业发展结构有待优化等共性或个性问题。借鉴国内外先进经验和做法,本文提出确保政策落地实施、巩固企业主体地位,提升自主创新能力、加快实现转型升级,深化对外合作交流、丰富招才引智形式等促进山东省海洋工程装备产业高质量发展的对策建议。
The marine engineering equipment industry is an important component of high-end manufacturing and strategic emerging industries.After more than 60 years of development,China has squeezed into the second tier of the world marine engineering equipment industry.Based on the development status of the marine engineering equipment industry in Shandong Province,this paper analyzes the problems in its high-quality development,and proposes some countermeasures and suggestions,hoping to provide a reference for the policy-making of the marine engineering equipment industry.The results show that the marine engineering equipment industry in Shandong Province is featured with increasingly complete industrial support policies,significant industrial agglomeration development outcomes,continuous enhancement of scale and strength,initial systematization of industrial innovation platforms,and relatively complete industrial chains.However,there are still common or individual problems such as many obstacles to market development,independent innovation capabilities to be improved urgently,and industrial development structure to be optimized.Drawing on advanced experience and practices both at home and abroad,this paper proposes the following countermeasures and suggestions for promoting the high-quality development of the marine engineering equipment industry in Shandong Province:to ensure the implementation of policies,consolidate the dominant position of enterprises,enhance independent innovation capabilities,accelerate transformation and upgrading,further foreign cooperation and exchange,and enrich the forms of talent introduction.
