基于SBM-Tobit的合芜蚌数字经济发展效率及对策研究

On the Development Efficiencyand Countermeasures of Digital Economy in Hefei-Wuhu-Bengbu Based on SBM-Tobit Model

摘要 利用基于松弛变量的SBM模型,对2011-2021年合芜蚌国家自主创新示范区数字经济发展效率进行测算;结合松弛变量探讨效率损失的原因,建立Tobit模型分析影响因素。结果表明:合芜蚌数字经济发展效率整体偏低,区域差异较大;效率损失的原因主要是劳动生产率不足、财力冗余和物力冗余;数字经济相关产业就业人数、互联网普及率对数字经济发展有显著正向作用,专利申请授权量、数字普惠金融指数对数字经济发展有显著负向作用。为此,提出针对性的对策。 SBM Model was used to measure the development efficiency of digital economy in Hefei-Wuhu-Bengbu National Innovation Demonstration Zone from 2011to 2021.Combining with the slack variables,the causes of efficiency loss are analyzed,and the Tobit model is established to explore the influencing factors.The results show that the overall development efficiency of digital economy is low and the regional difference large;and that from the angle of slack variables,the main causes of efficiency loss are insufficient labor productivity,financial redundancy and material redundancy.The number of employment in digital economy-related industries and the Internet penetration rate have a significant positive effect on the development of digital economy,while the number of authorized patent applications and the digital financial inclusion index have a significant negative effect on the development of digital economy.In view of this,it is proposed to improve the talent mechanism,accelerate the intelligent construction of infrastructure,coordinate and arrange special funds,promote the digital economy to empower economic development,accelerate the process of digital industrialization,give play to the advantages of independent innovation and the role of digital finance and other countermeasures.
