摘要
[目的]了解新疆南疆乡镇卫生院卫生应急能力现状,为提高南疆乡镇卫生院卫生应急能力提供依据。[方法]通过横断面调查法对喀什、和田两地29所乡镇卫生院进行调查,调查内容包括基本情况及人员配备、应急预案设置、应急医疗救治、应急保障4个方面。[结果](1)29所乡镇卫生院医生、护士占比分别为32.52%和28.91%;执业医师与公共卫生医师的中高级职称人数较少;(2)10.34%的样本乡镇卫生院未设置卫生应急预案,其余部分预案设置不全;(3)29所乡镇卫生院应急医疗救治能力自评总得分为(45.34±12.90)分,各维度自评得分排序为:现场救援>医疗救治>评估与改进>手术室能力;(4)通过χ2检验得知,两地区卫生应急物资管理P<0.05。[结论]样本乡镇卫生院应急医疗救治能力基本符合期望,但人员配置、预案设置与保障水平有待提高;卫生应急能力在内部构成及地区间存在不均衡。
Objective To understand the current situation of health emergency response capability of township health centers in southern Xinjiang,and to provide the reference for improving health emergency response capability of township health centers in this area.Methods A cross-sectional survey was conducted on 29 township health centers in Kashgar and Hotan.The survey included four aspects:basic information and personnel allocation,contingency plan,emergency medical treatment and emergency security.Results(1)The proportion of doctors and nurses in 29 township health centers was 32.52%and 28.91%respectively;the number of middle and senior professional titles of practicing physicians and public health physicians was small.(2)10.34%of the sample township health centers didn t have health contingency plan,and other contingency plans were incomplete.(3)The total score of self-assessment of emergency medical treatment ability in 29 township health centers was(45.34±12.90);and the ranking of self-assessment scores in each dimension was:on-site rescue>medical treatment>assessment and improvement>operating room capacity.(4)According to chi-square test,the management of health emergency supplies in the two regions was P<0.05.Conclusions The emergency medical treatment ability of sample township health centers meets the basic expectation,but personnel allocation,contingency plan and security level need to be improved.Health emergency response capability is unbalanced within and between regions.
