摘要
作为高度城镇化地区的典型代表,无锡市进行了郊野地区详细规划(郊野单元规划)的初步探索,从规划管控体系建设以及规划编制内容的技术层面,阐述郊野单元规划与国土空间规划、村庄规划、全域土地综合整治规划的衔接关系。文章通过研究郊野单元规划的地位作用、单元划分、管控重点及规划编制内容框架,建立“基本单元→管理单元→郊野单元”的分级化、系统化管控体系,构建以“功能定分区,用途定指标”的国土空间规划管控体系,形成面向管理实施、分级分类的详细规划成果,推动城镇开发边界外的空间管理,以期为实现全域全要素管控提供参考建议。
As a typical representative of highly urbanized areas,the city of Wuxi has carried out a preliminary exploration of the detailed planning of rural areas(rural unit planning).From the technical aspects of planning management and control system construction as well as planning preparation,the connections between rural unit planning and territorial spatial planning,village planning and comprehensive land consolidation planning are expounded.By studying the status and role of rural unit planning,unit division,control focus and planning content framework,the paper establishes a hierarchical and systematic management and control system of“basic unit→management unit→countryside unit”,a territorial space planning and control system based on“function zoning and use index”,and detailed planning results for management implementation and classification,in order to promote the spatial management outside the boundaries of urban development,and to provide reference for the realization of all-factor management and control.
