摘要
在“双循环”视阈下,“一带一路”倡议在衔接国内国际技术链条中扮演重要接口角色,以“创新之路”建设引领国家技术创新效能提升。本文勾勒了“一带一路”倡议与国家技术创新间的关系演进轨迹及其在国内国际市场的现实困境,并在“双循环”视阈下厘清了不同维度倡议对国家技术创新的驱动机制。研究发现,“一带一路”倡议历经从外源技术吸收向内源技术突破的关系转化,但存在知识技术资金“三链”不协调、供给需求环节不衔接、国内国际市场不平衡、国家技术创新水平驱动系统尚未健全四重困境。随着新发展格局的构建,倡议通过创新要素活力释放机制与高水平对外开放机制疏解创新困境,并形成培育国家技术创新发展的新动力。借助“双循环”的东风,通过生产要素、经济环节、双重市场的联动与协同,健全“三维一体”的系统创新机制,依托“一带一路”倡议高质量共建,疏通阻碍国民经济循环的“卡点”。
From the perspective of dual circulation,the"Belt and Road"initiative plays an important interface role in connecting domestic and international technology chains,and leads the improvement of national technologi⁃cal innovation efficiency with the construction of"innovation road".This paper outlines the evolution trajectory of the relationship between the“Belt and Road”initiative and national technological innovation and its realistic di⁃lemma in the domestic and international markets,and clarifies the driving mechanism of different dimensions of the initiative on national technological innovation from the perspective of the dual circulation.The study finds that the"Belt and Road"initiative has undergone a transformation from the absorption of external technology to the breakthrough of internal technology.However,there are four dilemmas:the"three chains"of knowledge,technolo⁃gy and capital are not coordinated,the supply and demand links are not connected,the imbalance in the domestic and international markets,and the driving system of national technological innovation is not yet sound.With the construction of a new development pattern,it is proposed to ease the innovation dilemma through the release mech⁃anism of innovation elements and the high-level opening mechanism,and form a new driving force for the develop⁃ment of national technological innovation.With the help of the"dual circulation",through the linkage and coordi⁃nation of production factors,economic links,and dual markets,the"three-dimensional integration"system innova⁃tion mechanism will be improved,and the high-quality joint construction of the“Belt and Road”initiative will be used to dredge the"stuck point".
