垦区可持续发展评价研究——以湛江垦区为例 被引量:1

Study on Evaluation of Sustainable Development in Reclamation Areas--Taking Zhanjiang Reclamation Area as an Example

摘要 评价垦区可持续发展状态可为垦区生态可持续发展提供参考和建议。通过构建了包含21个指标的垦区可持续发展评价指标体系,采用AHP法、PCA法得到各项指标权重,计算综合得分,进而判断垦区可持续发展现状及趋势。结果表明:①权重排前六的指标分别是垦区人均年收入、单位GDP能耗、研发经费占GDP比重、科技人员数量、垦区人均GDP、垦区城镇化水平等,说明这些指标对垦区可持续发展比较重要;②2015~2020年,湛江垦区可持续发展水平综合评价指数总体呈上升趋势,2018年上升趋势开始变缓。建议坚持人才引领发展、科技创新赋能高质量发展、绿色发展筑牢发展之基、生态宜居增幸福底色等措施提升垦区可持续发展水平。 The evaluation of the sustainable development status of reclamation areas can provide references and suggestions for the ecologically sustainable development of such areas.By constructing an evaluation index system for the sustainable development of reclamation areas,consisting of 21 indicators,and using the Analytic Hierarchy Process(AHP)and Principal Component Analysis(PCA)to calculate the comprehensive scores and determine the current status and trends of sustainable development in reclamation areas.The results indicate that:①the top six indicators in terms of weight are"per capita annual income in reclamation areas,unit GDP energy consumption,the proportion of research and development funds to GDP,number of scientific and technological personnel,per capita GDP in reclamation areas,level of urbanization in reclamation areas",indicating their importance in the sustainable development of reclamation areas;②the comprehensive evaluation index of sustainable development in Zhanjiang reclamation area shows an overall upward trend from 2015 to 2020,with a slowing down of the upward trend starting in 2018.It is suggested to enhance the sustainable development level of reclamation areas through measures such as talent-led development,empowering high-quality development through technological innovation,building a foundation for development through green development,and improving ecological livability for enhanced well-being.
