摘要
党的十八大以来,我国特殊教育事业进入快速发展的十年。文章回顾了新时代十年我国特殊教育事业从普及发展向普惠高质量并进的发展历程,总结了取得的成效,即普及发展水平稳步提升、特教师资培养与发展效果显著、特教经费投入明显加大、特教体系日趋健全、特殊教育政策法规日益完善、特教社会生态不断改善。面对社会转型所带来的教育矛盾变化以及教育高质量发展的现实需求,我国特殊教育要继续坚持党的领导、健全特殊教育政策法律体系和经费投入保障机制、强化政府职责、培养和提升师资,以促进特殊教育事业高质量发展。
Since the 18th National Congress of the CPC,China's special education has witnessed a rapid development of a decade.The paper reviews the development process of China's special education in the new era from popularity to inclusive and high-quality development and summarizes the achievements,which cover the steady improvement in popularization and development,the remarkable achievements in training and development of special education teachers,significantly increased funds,the increasingly well-developed special education system,the increasingly improved policies and regulations,and the constantly improved social environment for special education.In the face of changes in educational contradictions caused by social transformation and the demand for high-quality development of education,we should continue to adhere to the leadership of the Party,improve the policy,legal system,and the fund guarantee mechanism,strengthen the government's responsibilities,and cultivate and improve teachers,promoting the high-quality development of special education.
