摘要
为切实落实调度应急体系“两城三地”建设要求,提出“333”调度应急管理模式,适应常态、紧急、战时三态下多场景、多系统、多专业的动态管理,以组织体制、标准制度、运行机制为体制框架,同城两场所主调系统灵活切转,跨城异地备调系统热备运转,推进调度智能化、实用化、实战化能力提升,实现调度业务常态运行与应急支撑相结合,满足应急响应全方位需求,全面筑牢电网安全屏障。
To effectively implement the construction requirements of the"two cities and three districts"dispatch emergency system,a"333"dispatching emergency management mode is proposed,which adapts to the dynamic management of multiple scenarios,systems,and specialties under normal,emergency,and wartime states.It builds the institutional framework considering organizational system,standard systems and operating mechanisms,and realizes the flexible switching of the main dispatching systems between the two stations in the same city and the hot standby of the off-site standby dispatching systems crossing a city,which promotes its intelligence,applicability and practicality in dispatch,achieves the combination of normal operation of dispatching business and emergency support,meets the all-round needs of emergency response so as to comprehensively build the safety barrier of power grid.
