摘要
随着国家监察体制改革纵深推进,纪检监察工作实践不断发展,体制机制和制度创新与时俱进,对纪检监察人才的需求更加迫切。研究监察法治人才培养的模式与实践,对发展中国特色法学学科体系,补齐学科构架和知识空间的短板,形成学术话语体系,促进多元学科融合创新,实现监察工作的规范化、法治化、专业化具有重要意义。通过分析监察体制改变背景下的法治人才需求,总结监察法治人才培养的三种类型,即国家综合类大学点状化、政法类大学专门化、其他地方高校特色化,客观评价这三种类型所积累的经验和存在的短板。在此基础上,提出及时明确学科定位、科学设定培养方案、系统构建课程体系、创新人才培养方式的建设路径,让监察法治人才培养实践有章可循,推动各级纪委监委展开与高校的人才培养合作,实现教学育人、理论研究与监察实务的良性互动。
With the deepening of the reform of the national supervision system,the continuous development of the practice of discipline inspection and supervision,and the continuous advancement of institutional mechanism andsysteminnovation,the demand for discipline inspection and supervision talent is more urgent.It is of great significanceof studying the mode and practice ofcultivation ofsupervision and rule-of-law talentto develop the disciplinary system of law with Chinese characteristics,to make up for the shortcomings of the disciplinary structure and knowledge space,to form an academic discourse system,to promote the integration and innovation of multiple academic disciplines,and to realize the standardization,law governance,and professionalization of supervision work.By analyzing the demand for rule-of-law talentunder the background of changes in the supervision system,this paper summarizes three types of cultivation ofsupervision and rrule-of-law talent,that is,the point-based national comprehensive universities,the specialization of political and legal universities,and the characteristics of other local universities,and objectively evaluates theaccumulated experience and existing shortcomings of them.On that basis,this paper further proposes the construction path that includes the following factors:timely clarifying discipline positioning,scientifically setting the cultivation plan,systematically constructing the curriculum system,and innovating the method of cultivating talent.With those measures rules areto be established to follow in the practice of the cultivation of supervision and rule-of-law talent,and promote the cooperation between the discipline inspection commissions at all levels with the colleges and universities.in talent cultivation,so as to realize the positive interaction between education,theoretical research and supervision practice.
