摘要
加快城乡融合发展是新时代解决“城市病”和“乡村病”的重要途径,县域是推进城乡融合发展的基本单元,深入开展县域内城乡融合发展研究具有重要意义。本文对县域内城乡融合的理论内涵和政策演化进行剖析,然后梳理县域内城乡融合发展的主要研究进展。当前关于城乡融合发展的研究已较为丰富,而县域视角下的研究还处于起步阶段。在城乡融合发展水平测度方面,学界多以城乡地域系统和城乡耦合协调系统为视角构建指标和定量分析,但是受概念、数据和方法等的制约,县域尺度的指标体系尚不完善。驱动分析方面,学界就县域城乡系统视角及县域内城乡融合视角提出驱动机制,但缺少区域差异性研究以及驱动因子实证性检验。在实践经验总结方面,梳理并提炼了典型国家的基本经验,但国内城乡融合发展试验区的理论总结和模式凝练还较薄弱。城乡融合的实现路径分析中,对县城、县域经济、乡村发展及县域要素促进县域内城乡融合发展进行了持续关注,但缺少实证性路径检验以及不同类型县域的城乡融合路径凝练。未来仍需加强县域内城乡融合发展的基础理论、系统演化、典型案例及时空格局研究,着力建立和完善面向县域内城乡融合发展的协同监测体系,以更好地为县域内城乡融合发展实践提供科学参考。
Accelerating the development of urban-rural integration is an important way to solve the“urban disease”and“rural disease”in the new era.The county is the basic unit to promote the development of urban-rural integration.It is of great significance to carry out in-depth research on the development of urban-rural integration within the county.This paper analyzes the connotation and policies of urban-rural integration within the county,and then focuses on the main research progress of urban-rural integration within the county.At present,the academic research on urban-rural integrated development is relatively rich,while the research from the perspective of county is still in its infancy.To measure the level of urban-rural integration,the academic community mostly conducts indicator construction and quantitative analysis from the perspective of urban-rural regional system and urban-rural coupling coordination system.However,restricted by concepts,data and methods,a perfect indicator system on the county scale has not been formed.In terms of driving mechanism,scholars put forward driving mechanism from the perspective of county urban-rural system and county urban-rural integration,but there is a lack of heterogeneity research and empirical test of the driving factor mechanism.In terms of practical application,the basic experience of typical countries has been sorted out and refined,but there is a lack of theoretical summary and model refinement of domestic urban and rural integrated development pilot areas.As for the realization path of urban-rural integration,continuous attention has been paid to the county seat,county economy,rural development and county elements to promote the urban-rural integration within the county,but there is a lack of empirical path testing and different types of county integration paths according to local conditions.In the future,we should strengthen the research on the basic theory,typical cases and spatio-temporal pattern of urban-rural integrated development within the county,establish and improve the collaborative monitoring system for urban-rural integration,so as to better provide scientific support for the practice of urban-rural integration within the county.
