摘要
制度集成创新是“一带一路”合作高质量发展的本质体现。共建“一带一路”以“共商、共建、共享”为核心思想,通过政策沟通进行顶层设计,以设施联通、贸易畅通和资金融通为能力支撑,以民心相通提供舆论支持进行了制度集成创新。随着制度演进迈入深水区,共建“一带一路”高质量发展面临顶层设计国际制度对接难度高、制度协同作用低、体制保障效果不明显、民间组织支持作用不显著的问题。为进一步发挥制度集成创新的比较优势,应坚持遵循“共商、共建、共享”原则,构建“务实主义”的制度合作,疏通协同治理的堵点,探索确立高效的争端解决机制,完善舆论的实时反馈机制,加强对舆论的宏观引导。
Institutional integration innovation is the essence of high-quality development of Belt and Road cooperation.This paper holds that the Belt and Road cooperation has carried out institutional integration innovation by following the spirit of extensive consultation,joint contribution and shared benefits,taking policy coordination as top-level design,using road connectivity,unimpeded trade and currency convertibility as capacity support,and providing public opinion support with closer people-to-people ties.As the institutional evolution encounters difficulties,the deficiencies in gearing to international rules,institutional coordination,institutional guarantee and public support emerge one by one.In order to further strengthen the comparative advantages of institutional integration innovation,China should adhere to the principle of the spirit of extensive consultation,joint contribution and shared benefits,and attach importance to pragmatic international institutional cooperation,mechanism linkage,efficient dispute settlement mechanism,feedback guidance mechanism of public opinion.
