Annual Electricity Purchase Strategy Optimization of Provincial Power Grid Company Based on Hierarchical Sequential Production Simulation

摘要 为充分计及省内清洁能源与发电能力对省外购电的影响,合理约定购电分月计划及外购电曲线,提出基于一种分层时序生产模拟的省级电网公司年度购电策略优化方法。探讨了两级市场下电网公司年度购电的优化框架与挑战。引入省内水库跨月协调运行与省外购电功率的全年模拟,兼顾年度电量分解与月度市场电量增购的协调,采用分层建模策略,将时序耦合的生产模拟分解为上下两层时间精度不同的全年优化问题,构建了综合购电成本最低的分层时序生产模拟模型,上层为火电日开机容量优化问题,下层为多源时序出力优化问题,并以火电机组日出力区间作为上层至下层的传递量。最后,基于某省数据构造算例,验证了所提方法可实现全年资源与购电联合协调优化的精细建模和高效求解。 In order to fully consider the impact of clean energy and power generation capacity on the electricity purchase outside the province and agree on the reasonable monthly electricity quantity and purchased electricity curve,this paper proposes an optimization method for the annual electricity purchase strategy of the provincial power grid company based on the hierarchical sequential production simulation.The optimization framework and challenges of the annual electricity purchase by the power grid companies in the two-level market are discussed.In this paper,the simulations of the annual inter-month coordinated operation of the reservoirs in the province and the power purchase outside the province are introduced.Taking into account the coordination of annual power decomposition and monthly market power purchase,the hierarchical modeling strategy is adopted.The production simulation of time series coupling is decomposed into the annual optimization problem with different time accuracies at the upper and the lower layers.The hierarchical time series production simulation model with the lowest comprehensive power purchase cost is constructed.The upper layer solves the optimization of the daily start-up capacity of the thermal power plants,and the lower layer optimizes the problem of multi-source time series output with the daily output interval of thermal power units as the transfer amount from the upper layer to the lower layer.Finally,based on the data structure of a province in southwest China,it is verified that the proposed method can realize a fine modeling and efficient solution of the coordinated optimization of the annual joint resources and power purchase.
