摘要
新型工业化是中国总结国内外工业化正反两方面经验,既不同于中国历史上,也不同于发达国家走过的经济发展模式的理论创新。与过去相比,新型工业化呈现新的效率源泉、新的生产要素、新的组织形态、新的约束条件等一般性的新特征,同时中国式现代化也对新型工业化赋予了自身的特殊性。本文从以人为本、质量优先、自主创新、绿色低碳、数实融合、开放循环等方面概括了新型工业化的内涵,提出了推进新型工业化需要构建的四大体系,即自立自强的科技体系、高端先进的制造体系、低碳循环的绿色体系和内外循环的分工体系,并围绕新时代的新形势和新目标要求,从强化组织领导、降低要素成本、加快科技自主创新、畅通内外循环、优化竞争环境等方面提出了推进新型工业化的路径和政策措施。
China is already the world's largest industrial country in terms of industrial scale,with its GDP surpassing all countries except the United States.In addition,China has achieved the First Centenary Goal of building a moderately prosperous society in all respects,and proposed a timetable for basically realizing new industrialization by 2035.The new industrialization proposed by China based on the first industrial scale and the most complete industrial system,taking into account both the positive and negative experience of industrialization at home and abroad,is a theoretical innovation that adapts to the new development stage and development environment and is different from the economic development model in China's history and taken by developed countries.At present,a new round of scientific and technological revolution and industrial transformation is deeply affecting people's production and lifestyle;the traditional industrial system of organization formation and industrial division of labor is being deconstructed;the global political and economic pattern is also undergoing profound changes;and a global consensus has been reached on energy conservation,emission reduction and tackling climate change.All of these are creating new opportunities,as well as new challenges,for the next stage of industrialization in China.Compared with traditional industrialization,new industrialization presents new sources of efficiency,new constraints,new production factors,new organizational forms and other general new features.Meanwhile,Chinese-style modernization has assigned its own special characteristics to new industrialization.Specifically,with the people-oriented principle,China's new industrialization takes high-quality development as the core connotation,independent innovation as the fundamental driving force,green and low carbon as the ecological background,integration of digital economy and real economy as the technical characteristic,and openness and circulation as the spatial form.Moreover,China's new industrialization is synergistic with informationization,urbanization and agricultural modernization,serving as an organic component of a modernized country.The advancement of new industrialization requires grasping key contradictions,breaking through major constraints,and resolving major risks.More specifically,China will form the core momentum of innovation-driven development by building a world-leading industrial science and technology system,achieve a breakthrough in the evolution of industrial structure by building a high-end and advanced manufacturing system,fundamentally change the development mode by building a low-carbon and circular green system,and enhance its status in participating in the global division of labor by building a division of labor system for internal and external coordination.At the same time,it is also necessary to adapt to the requirements of the new situation and new goals in the new era,and optimize and adjust the institutional mechanisms and policies related to new industrialization.We can establish the implementation path of promoting new industrialization from the aspects of strengthening organizational leadership,reducing factor costs,improving industrial policies,accelerating independent innovation in science and technology,vitalizing both the domestic and overseas markets,and optimizing the competition environment.
