摘要
揭示国家治理和公共管理的中国式现代化道路,我们的研究方法需要考虑为这一道路带来重要独特性的“时间”维度。然而,当前在公共管理研究中得到广泛应用的定性比较分析(QCA)方法,往往存在“时间盲区”问题,即缺乏对时间维度的考察,从而忽视了时间对条件组态的影响。本文指出,“时间盲区”根源于传统QCA研究中静态的组态观念,一方面会在理论构建阶段导致理论静态性与理论不饱和;另一方面会在实证检验阶段造成样本时间选取偏差和非稳健组态结论。为了克服“时间盲区”,尤其是应对上述两方面问题,需要以动态QCA方法纠正当前此类研究的误区。基于对QCA方法的反思,本文认为:在公共管理研究的理论和方法中引入能够反映国家治理的中国式现代化道路的独特性的“时间”维度,从而为构建中国自主的公共管理知识体系打下基础,应被提上研究议程。
To reveal the Chinese path to modernization of the state governance and public management,research methods need to take the time dimension that brings uniqueness to this path into account.However,the Qualitative Comparative Analysis(QCA)approach,which is widely used in public administration research at present,often suffers from the problem of time blindness.The authors argue that this problem will lead to two severe consequences:the lack of a temporal dimension and the neglect of the influence of time on configurations.This paper points out that the time blindness is rooted in the static character of traditional QCA research.On the one hand,the time blindness may result in theoretical inertness and theoretical unsaturation in the theory development phase.On the other,it may cause sample time selection bias as well as non-robust results in the empirical testing phase.In order to overcome the time blindness,especially to deal with the aforementioned problems,the dynamic QCA approaches are supposed to correct the misconceptions of the current research.This paper concludes that the introduction of a time dimension in the theory and methodology of public management research that reflects the uniqueness of the Chinese path to modernization is able to lay the foundation for the development of an original Chinese public management knowledge system,and thus should be put on the research agenda.
