摘要
“守门人”的隐喻生动定义了超级平台在数字时代扮演的真实角色,而中美欧各国政府一系列战略、法律和政策的构建,彰显了政府作为“守门人”的守门人之积极有为的全新定位,成为关键的确定性因素。政府正在重构整个网络空间的治理机制和秩序逻辑,这成为互联网诞生以来网络空间全球治理进程最大的变量。政府角色转变体现的是政府权威的合法性确立与政治秩序的建立过程,变革的底层逻辑是人类社会信息传播机制变革与范式的转变。尽管政府的强势主导有其必然性与必要性,是大势所趋。但是,政府如何化身为数字时代人类安身立命的“定海神针”,重塑“以人民为中心”的新秩序,以及各国政府如何定位、如何作为,仍然面临历史性选择。
The metaphor of“gatekeeper”vividly defines the real role of the super platform in the digital age.The construction of a series of strategies,laws and policies of governments in China,the United States and Europe has highlighted the new and positive positioning of the government as the gatekeeper of“gatekeeper”,which has become a key certainty factor.The government is restructuring the governance mechanism and order logic of the entire cyberspace,and becoming the largest variable in the global governance process of cyberspace since the birth of the Internet.The transformation of government role reflects the establishment of the legitimacy of government authority and the establishment of political order.The underlying logic of the transformation is the change of information dissemination mechanism and paradigm in human society.Although the strong leadership of the government has its inevitability and necessity,the general trend is irresistible.However,how the government can be competent for the“sea calming needle”in the digital era,reshape the“people centered”new order,and how the governments of various countries position and act,still face historical choices.
