摘要
现行行政管理体制条块分割与区域环境问题的整体性特征不相适应,倒逼生态环境保护的府际合作。然而,合作者的贡献度与利益分配非均衡化,导致合作负效应或“选择性关注”。基于模糊决策理论,从公共价值和利益相关者参与视角优化评价主体,从价值创造视角构建指标体系。采用组合加权算术平均算子集结属性信息,并应用主客观综合赋权法,构建合作者的贡献度测度模型,结合赣南稀土矿区生态保护实际案例,有效优化了利益分配方案。该方案有利于促进合作组织稳定,减少组织负效应,促进矿区生态保护。
The fragmentation of the current administrative system is incompatible with the overall characteristics of regional environmental issues,forcing intergovernmental cooperation on ecological and environmental protection.However,the imbalance between the contribution of partners and the distribution of benefits leads to negative effects of cooperation or selective attention.Based on the fuzzy decision theory,the evaluation subject is optimized from the perspective of public value and stakeholder participation,and the index system is constructed from the perspective of value creation.The combined weighted arithmetic average operator is used to aggregate attribute information,and the subjective and objective comprehensive weighting method is applied to construct the contribution measurement model of the collaborators.Combined with the actual case of ecological protection in the rare earth mining area in southern Jiangxi,the benefit distribution scheme is effectively optimized.The program is conducive to promoting the stability of cooperative organizations,reducing the negative effects of organizations,and promoting the ecological protection of mining areas.
