摘要
实施乡村振兴战略,是党的十九大作出的重大决策部署。地质工作由于其基础性、公益性和战略性特点,在产业布局调整、新型城镇化、重大工程建设、生态环境保护等方面深刻影响“三农”工作的高质量发展,是助力乡村振兴战略实施的基础性工作和重要技术支撑力量。本文从地质工作的内涵、外沿与乡村振兴五大领域的交叉点着手,尝试搭建地质工作服务乡村振兴的架构,通过三个方面剖析了地质工作有效融入乡村振兴的内在机理:二者深度融合发展是乡村振兴创新发展与自身迭代升级的客观诉求;综合性、复合化的服务需求催生地质工作给予乡村振兴以必要性支撑;地质科技进步赋能乡村振兴创新发展。通过分析认为,新时期应从做好资源保障、聚焦贫水区域找水打井、精心服务生态文明建设、强化地质灾害防治技术、开发地质景观资源、开展健康地质工作等方面促进地质工作全面深度融合并服务乡村振兴战略,以期为深入推进乡村振兴战略实施提供切实有效的地质领域综合支持。
The rural vitalization strategy was proposed as a key move at the 19th National Congress of the Communist Party of China.Due to its basic,public welfare and strategic characteristics,geological work has a profound impact on the high-quality development of the work of agriculture,rural areas and farmers,in the adjustment of industrial layout,new urbanization,major project construction,ecological environment protection and other aspects.It is the basic work and an important technical support force for the implementation of the rural vitalization strategy.Starting from the intersection of the connotation,outer edge of geological work and five major areas of rural vitalization,this paper tries to build a framework of geological work serving rural vitalization,and analyzes the internal mechanism of geological work effectively integrating into rural vitalization through three aspects:the deep integration of the two is the objective appeal of innovative development and iterative upgrading of rural vitalization;the comprehensive and complex service demand promotes geological work to give necessary support to rural vitalization;progress in geological science and technology enables innovative development of rural vitalization.It is concluded that should promote the comprehensive and deep integration of geological work and the strategy of rural vitalization in the new period from 6 aspects:focusing on resources guarantee;searching for water and drilling wells in poor water areas;serving carefully for building an eco-civilization;strengthening geological disaster prevention and control technology;developing geological landscape resources;carrying out healthy geological work.In order to further promote the implementation of the rural vitalization strategy to provide effective geological comprehensive support.
