摘要
电子政务自20世纪50年代以来逐渐孕育、形成并发展成为全球政府服务的重要方式。在建设数字政府的当下,回溯国外电子政务产生与发展历程,分析其研究趋势,提炼其特征及不足,对我国数字政府建设具有重要的借鉴意义。国外电子政务发展经历了“三个阶段、四次迭代”,其研究趋势呈现为技术实施与安全风险、服务能力与成熟度、公民态度与行为选择、质量评价与满意度四个方面,体现了技术导向、公民导向、质量导向的三维特征,但同时也存在关注技术多于行政、关注公众多于公务员、关注质量评价多于监测等问题。以此为鉴,建议我国电子政务发展及研究应既关注技术创新与应用,又关注政府制度创新发展;既关注公众态度及行为,又关注公务员技术素养及能力提升;既关注质量及满意度评价,又关注动态监测。
E-government has gradually become an important way of global government services since the 1950 s.In the current process of building a digital government in China,it is of great significance to trace the generation and development of e-government abroad,analyze their research trends,and evaluate their characteristics and shortcomings.This paper takes the technological development path as the basic line and combines the literatures analysis to elaborately sort the“three stages and four iterations”of foreign e-government development.It shows that their research trends present four aspects:technology implementation and security risk,service capability and maturity,citizen attitude and behavioral choice,and quality evaluation and satisfaction,which embody the three-dimensional characteristics of technology orientation,citizen orientation and quality orientation.Meanwhile,there also exist some problems,such as paying more attention to technology than administration,more attention to the public than civil servants,and more attention to quality evaluation than monitoring,etc.According to this knowledge,it is suggested that the development and research of e-government in China should pay attention to not only the technological innovation and application,but also the innovation and development of the government system,not only the public attitude and behavior,but also the improvement of technical literacy and ability of the civil servants,and not only the quality and satisfaction evaluation of the e-government,but also its dynamic monitoring.
