摘要
长三角生态绿色一体化发展示范区打造知识创新型总部聚集区,应全面贯彻国家有关长三角高质量一体化发展的战略决策,紧紧围绕“一极三区一高地”(中国发展强劲活跃增长极、中国高质量发展样板区、率先基本实现现代化引领区、区域一体化发展示范区、新时代改革开放新高地)的目标定位,以生态优先、绿色发展、创新引领为导向,加快培育和集聚一批具备技术创新、商业模式创新、功能创新的高成长性总部企业,构建知识创新型产业体系,探索具有前瞻性的政策体系,打造具有国际竞争力的知识创新型总部经济发展高地。
The Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone should build a knowledge and innovation headquarters gathering area,fully implement the national strategic decision on the high-quality integrated development of the Yangtze River Delta,focus closely on the targeting of“one pole,three zones and one highland”(China’s strong and active growth pole,China’s high-quality development model zone,the first basic modernization leading zone,regional integrated development demonstration zone,a new highland for reform and opening up in the new era),guided by ecological priority,green development and innovation leadership,accelerate the cultivation and gathering of a number of high-growth headquarters enterprises with technological innovation,business model innovation and functional innovation,build a knowledge innovation industry system,explore a forward-looking policy system,and create a highland of internationally competitive knowledge and innovation-based headquarters economy development.
