摘要
对安徽石台县33个村镇的污水处理站点进行实地调研,发现其存在农村生活污水适宜性处理技术和规范缺乏、排水管网建设不配套、项目施工和验收不规范、后期运行维护人员和专项资金缺乏等问题。导致问题出现的原因在于政府对信息的失灵性、农村污水处理市场不健全、企业责任感缺失、农民环保意识不足、技术的不适宜性,以及维护人员和资金不足等方面。因此,建议在对县区各站点问题彻底梳理后,引入第三方管理,拓宽资金渠道,加强监管和考核,并提高公众的认知度和参与度。
The field investigation of 33 villages and towns sewage treatment stations in Shitai County showed that the rural domestic sewage treatment in Shitai County lacked suitable technologies and norms.The construction of drainage pipe network was not matched,and the construction and acceptance of multi-site projects were not standardized.The late maintenance lacked operation and maintenance personnel and special funds.The reason lies in the government's failure of information,the inadequate market for rural wastewater treatment,the lack of corporate responsibility,the lack of environmental awareness among farmers,the inappropriateness of technology and the lack of maintenance personnel and funds.After thoroughly sorting out the problems of each site,it is recommended that a third-party management should be introduced,and the fund channels should be broadened.Supervision and assessment should be strengthened,and public awareness and participation should be increased.
