西藏矿业资源开发现状与环境保护协调发展对策探讨 被引量:3

摘要 西藏是我国重要的矿产资源基地,但是生态环境脆弱,西藏矿产资源开发与环境保护协调发展对策的研究十分必要。从矿产资源现状和生态环境现状两个维度入手,分别对西藏矿产资源禀赋、矿业开发现状、矿业开发的地位,以及西藏生态环境概况、环境保护政策、绿色矿山理念进行了论述。西藏矿业资源开发过程中存在着一些问题,如:盲目追逐经济效益,生态修复不科学;发展规划模糊,监管落实不到位;开发技术滞后,与特色环境不匹配;矿业开发产业链不完整,弱化了资源优势等。加强科学理论研究,推动工作实践;坚持生态保护优先,践行“绿色矿山”;明确矿业发展规划,完善监管机制;创新思路,深入研究资源开发与环境保护相结合的矿产资源利用模式。以期为西藏自治区矿业资源开发与环境保护协调发展提供参考。 Tibet is an important base of mineral resources in China,but its ecological environment is fragile.It is meaningful to study the countermeasures for the coordinated development of mineral resources development and environmental protection in Tibet.From two dimensions of the current situation of mineral resources and ecological environment,this paper discusses the endowment of mineral resources in Tibet,the current situation of mining development,the status of mining development,and the general situation of Tibet′s ecological environment,environmental protection policies,and the concept of green mines.There is blind pursuit of economic benefits and unscientific ecological restoration during the process of mining resources development in Tibet.The development plan is vague,and the supervision is not well implemented.The technology lags and does not match the particular environment.An incomplete industrial chain of mining development weakens the problem of resource advantage.Strengthen scientific theoretical research and promote work practice.Insist on giving priority to ecological protection and practice"green mines".Clarify the mining development plan and improve the supervision mechanism.Innovate ideas and deeply study the utilization mode of mineral resources combining resource development with environmental protection.Provide a reference for the coordinated development of mining resources development and environmental protection in the Tibet Autonomous Region.
