“两客一危”安全治理至关重要,通过D=L×C方法对“两客一危”进行安全风险辨识并确定风险等级,并坚持“三管三必须”和“谁审批、谁监管,谁主管、谁监管”的原则,提出解决“两客一危”安全重大风险的管控措施。
The safety governance of"Road Passenger Transport and Dangerous Goods Transport"is very important.The safety risk identification of"Road Passenger Transport and Dangerous Goods Transport"is carried out by D=L×C method and the risk level is determined.The management and control measures to solve the major safety risks of"Road Passenger Transport and Dangerous Goods Transport"are put forward by adhering to the principles of"Three Controls and Three Must"and"Who Approves,Who Supervises,Who is in Charge,Who Supervises".
