摘要
对于能源密集型行业和难减排工业来说,二氧化碳捕集、地质利用和封存(CCUS)是缓解气候变化不可或缺的关键技术工具,但同时也会带来相应的生态环境问题。目前我国针对CCUS的环境法律法规、生态环境管理技术规范、CO_(2)监测标准、环境风险管控、核算办法和交易路径等要求仍然相对滞后。本文梳理了国内外CCUS的发展现状和趋势以及环境管理方面的不足。建议在CCUS全过程环境管理的联动衔接、CCUS的环境监测标准规范、基于封存CO_(2)运移和运输管道泄漏情景的源强定量风险评价模型、减污降碳协同控制、减排量核算方法学及碳交易途径等方面进一步出台科学化管控政策,优化和规范我国CCUS行业的环境管理流程,发挥CCUS项目最大的生态环境和社会经济价值。
Carbon dioxide capture,geological utilization and storage(CCUS)is an indispensable key technological tool to mitigate climate change for energy-intensive industries and hard-to-abate sectors.However,it also brings corresponding ecological and environmental problems and may last for long.At present,the environmental law and regulations,ecological and environmental management guidelines,CO_(2) monitoring standards,environmental risk control,accounting method and CO_(2) transaction approaches for CCUS projects are still relatively lagging behind in China.This paper elaborated the development status and trend of CCUS at home and abroad,as well as pointed out current deficiencies of environmental management of CCUS in China.It was suggested the scientific regulations including connections of environmental management in the whole process of CCUS project,CO_(2) monitoring and measurement standards,quantitative risk assessment models based on sequestered CO_(2) migration and pipeline leakage scenarios,synergy in pollution reduction and carbon reduction,emission reduction accounting methodology,and carbon trading approaches should be introduced as soon as possible,so as to further optimize and standardize the environmental management process of China’s CCUS industry,and maximize the eco-environmental and socioeconomic values of CCUS projects.
