摘要
乡村教师是推进乡村振兴的重要力量。构建完善的补充机制是加强乡村教师队伍建设的重要任务。经过多年探索,我国逐渐形成了公开招聘、“特岗计划”、定向培养、编外临聘、交流轮岗等多种方式并存的乡村教师补充格局。不同的补充方式有其适用性和局限性。新形势下,乡村教师队伍的建设目标应包含三层结构:数量充足、结构合理、流转通畅的群体特征,师德高尚、业务精湛、善于学习的素质结构,具有乡土情怀、创新精神、现代理念的职业人格。为形成吻合乡村教师队伍建设目标结构的新补充格局,应建立精准化、弹性化和优质化的补充机制。
Rural teachers are an important force in promoting rural revitalization. Constructing a perfect replenishment mechanism is an important task to strengthen the construction of rural teachers. After years of exploration, China has gradually formed a rural teacher supplementation pattern of open recruitment, “special post plan”, orientation training, temporary employment and exchange and rotation. Different methods of supplementation have their own adaptability and limitations. Under the new situation, the construction goals of the rural teaching force should include a three-tier structure: the group characteristics of adequate quantity,reasonable structure, and smooth flow;the quality structure of high moral character, excellent practice, and good learning;and the professional character with local sentiment, innovative spirit, and modern ideas. In order to form a new supplementation pattern consistent with the target structure of the rural teacher team construction, a precise, flexible and high-quality supplementation mechanism should be established.
