摘要
党的十八大以来,我国海洋生态环境总体改善,陆海统筹污染防治力度不断加大,部门协同、区域联动的生态环境保护机制不断健全,沿海地区推进海洋生态文明建设的意识和能力显著增强。以习近平同志为核心的党中央对海洋生态文明建设作出了一系列新部署新要求新论断,为推进海洋生态环境改善从量变到质变的深刻转变,推动陆海一体化保护治理的制度机制改革创新,推动深度参与全球海洋生态环境治理提供了根本遵循和行动指南。下一步,将通过深化理论与实践创新研究,促进陆海统筹的生态环境治理效能提升,进一步推动以海洋生态环境高水平保护促进经济高质量发展、助力沿海民生福祉达到新水平。
Since the 18 th National Congress of the Communist Party of China(CPC),the marine ecological environment of China has improved on the whole.Coordinated efforts have been made to prevent and control the land and sea pollution, and mechanisms for environmental protection have been improved through coordination between different departments and different regions.The awareness and ability of promoting marine ecological progress in coastal areas have increased significantly.The CPC Central Committee with Comrade Xi Jinping at its core has made a series of new plans, requirements and judgments for marine ecological progress.It provides a fundamental guideline and guidance for promoting the profound transformation from quantitative to qualitative change in marine ecological environment improvement, promoting the reform and innovation of the land and sea integrated protection mechanism and system, and promoting deeply involved in global marine ecological and environmental governance, etc.In the next step, through innovative theoretical and practical research, deepen reform and innovation in the land and sea coordination are expected, to improve the efficiency of marine ecological environment governance, and promote high-quality economic development and high-quality life through high-quality marine ecological environment protection.
