摘要
文章基于已有试点经验,反思失能评估管理中存在的主观性强和监管缺失等影响公平公正、政策普及性的因素。分析评议最新颁布的《长期护理失能等级评估标准(试行)》在维系标准统一性和制度公平性上的积极作用,同时指出现有评估体系存在的不足,并提出通过设立“云上评估”管理系统,实现提供护理保障的公平性,对体系内的评估人员资质与评估准确性进行监督管理、核查,以保证长期护理保险资金投入使用的公正与效率。
Based on the existing pilot experience,this paper reflects on the strong subjectivity and lack of supervision in the management of disability assessment,which affect the fairness and justice,and the popularity of the policy.It analyzes and discusses the positive role of the newly issued“Assessment Standards for Disability Grade in Long-term Care(Trial)”in maintaining the standard uniformity and system equity.Meanwhile,it also points out the shortcomings of the existing evaluation system,and puts forward improvement scheme to establish a“cloud evaluation”management system to achieve the fairness in providing caring services,supervise,manage and verify the qualification and accuracy of the assessors in the system so as to ensure the fairness and efficiency of the use of long-term care insurance funds.
