摘要
在世界百年未遇之大变局下,阿拉伯国家正经历着对美关系、地区格局、发展竞争和社会意识形态等一系列深刻变化。中国同阿拉伯国家关系面临提质升级的新局面,也存在诸多新机遇和新挑战。双方共同利益更加广泛,合作空间不断扩大。2013年以来,中国紧紧围绕“一带一路”倡议,进一步推动与阿拉伯国家务实合作,取得了可喜的成绩和进展。针对“中东向何处去”的“中东之问”,一方面要加大在中东地区的促和力度,增强与阿拉伯国家在治国理政方面的经验交流和人文交流;另一方面要扩大与阿拉伯国家的贸易便利化和产能合作,助力当地工业化发展,推动双边贸易结构多元化。在中阿合作的进程中,尤其要关注美国因素。美国在中东地区的战略收缩为深化中阿合作、共建“一带一路”提供了新的历史机遇。中国应遵循“有理、有利、有节”的原则,以经济合作为主线,低调务实地用好政治优势,推动中阿双方在各领域的合作螺旋式上升。
The world is witnessing combined impacts of profound changes unseen in a century,Arab countries are experiencing a series of profound changes in relations with the United States,regional structure,development competition and social ideology.China’s relations with Arab countries are facing a new situation of upgrading and upgrading,and there are also many new opportunities and new challenges.The common interests of both sides are more extensive,and the space for cooperation is constantly expanding.Since 2013,China has closely focused on the Belt and Road initiative and has further promoted practical cooperation with Arab countries,achieving gratifying results and progress.In response to the "Middle East Question" of "where is the Middle East going",on the one hand,it is necessary to increase the efforts to promote peace in the Middle East,and to strengthen the exchange of experience and cultural and people-to-people exchanges with Arab countries in governance and administration.On the other hand,Trade facilitation and production capacity cooperation with Arab countries will help local industrial development and promote the diversification of bilateral trade structures.In the process of cooperation between China and Arab countries,China must pay particular attention to the US factor.The strategic contraction of the United States in the Middle East has provided a new historical opportunity for deepening China-Arab cooperation and jointly building the Belt and Road Initiative.China should follow the principle of "justified,strong and proportionate",take economic cooperation as the mainline,make good use of political advantages in a low-key and pragmatic manner,and promote the spiral of cooperation between China and Arab countries in various fields.
