This paper studies a low-carbon supply chain composed of a manufacturer and a retailer, focuses on the cooperative carbon emission reduction and low-carbon promotion decision-making under the the background of carbon neutrality. We discuss the influence of government’s emission reduction subsidy, cost-sharing contracts, consumer’s low-carbon sensitivity and promotion sensitivity on the optimal strategy of supply chain members. The results of this paper are as followed. When the government provides emission reduction subsidy to manufacturer, a reasonable subsidy value can effectively increase the unit carbon emission reduction, level of promotion efforts and supply chain’s entire profit. The supply chain’s entire profit can be improved when the government provides subsidy to manufacturer with retailer introduces cost-sharing contract. However, the enthusiasm of retailer will be frustrated if the subsidy is relatively high, and the overall efficiency of the supply chain will decline. Reasonable cost-sharing ratio can promote both sides of the supply chain to participate in low-carbon activities, while excessive cost-sharing ratio will reduce the enthusiasm of retailers to participate.
