摘要
迈向高收入国家行列与农业现代化高度相关。从国际发展实践看,凡是实现了中等收入跨越、迈进高收入门槛的经济体,都实现了农业现代化,且呈现“一多、四快、一大、一小”的发展趋势。中国在进入中高收入阶段后,标志着农业现代化发展进程的若干指标开始放缓。其中的原因主要在于:农业基础薄弱、发展方式转变缓慢、农业市场竞争力不强、农业劳动力转移不充分、城乡发展失衡收入差距过大等。中国要立足“大国小农”的基本国情,强化城镇化、工业化、科技化三大外生动力,增强农业组织化、市场化、优质化、机械化四大内生动力,构建农业现代化六大优先机制,提升农业农村农民自我发展能力,推动实现高层次的社会主义农业现代化。
The move to the ranks of high-income countries is highly related to agricultural modernization. From the international development practice, all economies that have achieved middle-income crossover and advanced to high-income threshold have achieved agricultural modernization, and present ‘one more, four faster, one big and one small’. After China entered the middle-and high-income stage, several indicators that mark the development process of agricultural modernization began to slow down. The reasons for this are: weak agricultural foundation, slow change of development mode, weak competitiveness of agricultural market, insufficient transfer of agricultural labor, and large income gap between urban and rural development imbalance. Based on the basic situation of ‘big country and small farmers’, China should strengthen the three exogenous driving forces of urbanization, industrialization and technology, enhance the four endogenous driving forces of agricultural organization, marketization, quality and mechanization, build six priority mechanisms for agricultural modernization, enhance the capacity of agricultural and rural farmers to develop themselves, and promote the realization of high-level socialist agricultural modernization.
