Policy Tools and Quantitative Evaluation of Rural Poverty Governance in Ethnic Regions——An Empirical Analysis Based on the Panel Data of 13 Counties in N Province

摘要扶贫政策是后脱贫时代开展农村相对贫困治理的根本保障。本文首先基于政策工具的视角对近年来N省扶贫政策文本中使用的政策工具进行归纳分析;其次,运用固定效应回归模型和N省下辖的13个县2013—2020年的面板数据,分析了扶贫政策工具的治理成效。研究发现:超常规贫困治理惯性的延续,影响了相对贫困治理的均衡性和可持续发展;扶贫政策工具的使用结构相对失衡,制约了扶贫政策减贫效能的发挥;不同空间数据模型中同类扶贫政策工具的减贫效应存在空间分布差异,且不同类型政策工具的减贫效应也有所不同。因此,地方政府在治理相对贫困乃至转承乡村振兴的政策工具运用过程中,要着力推动扶贫治理体系的平稳转型,建立常态化的相对贫困治理长效机制;同时,也要注重优化扶贫政策工具的组合结构,构建全社会共同参与的扶贫治理格局。 Poverty alleviation policies are the fundamental guarantee for rural relative poverty governance in the post-poverty alleviation era. Firstly, this paper summarizes the policy tools used in the poverty alleviation policy texts of N Province in recent years from the perspective of policy tools. Secondly, using the fixed effects model and the panel data of 13 counties in N Province from 2013 to 2020, the governance effectiveness of poverty alleviation policy tools are analyzed. The study has found out that the continuation of the inertia of unconventional poverty governance has affected the balance and sustainable development of relative poverty governance;the use structure of poverty alleviation policy tools is relatively unbalanced, which restricts the effectiveness of poverty alleviation policies in poverty reduction;there are differences in the spatial distribution of the poverty reduction effects of the same type of poverty alleviation policy tools in different spatial data models, and the poverty reduction effects of different types of policy tools are also different. Therefore, in the process of applying policy tools to governance of relative poverty and even transferring to rural revitalization, local governments should focus on promoting the smooth transformation of the poverty alleviation and governance system, and establish a normalized long-term mechanism for governance of relative poverty. At the same time, attention should also be paid to optimizing the combination structure of poverty alleviation policy tools to build a poverty alleviation governance pattern with the participation of the whole society.
