摘要
科技自立自强不仅需要科技硬实力的持续提升,同时也需要软环境发挥重要作用。学术环境是对学术活动的产生、存在和发展具备促进、制约和调控作用的多元环境系统,对于人类开展科研活动具有重要影响。当前,各国高度重视学术环境治理工作,出台了多项政策措施推进学术环境的治理和优化。本文梳理了世界主要发达国家的学术环境治理机制,并结合我国的具体情况进行了比较分析,在此基础上提出优化我国学术环境治理机制的对策建议。
Technological self-reliance not only requires the continuous improvement of the hard power of science and technology,but also requires the soft environment to play an important role like spring rain in moisturizing things.The academic environment is a multi-environmental system that promotes,restricts and regulates the production,existence and development of academic activities,and has an important impact on human scientific research activities.At present,many countries have attached great importance to the governance of the academic environment,and introduced a number of policies and measures to promote the governance and optimization of the academic environment.This paper sorts out the academic environment governance mechanisms of the world's major developed countries,and makes a comparative analysis based on the specific situation in our country.On this basis,this paper puts forward the countermeasures and suggestions for optimizing the governance mechanism of academic environment in China.
