摘要
根据现场调研情况,结合HSE管理实践经验,分析了我国炼化企业HSE管理的内外部环境。从HSE管理现状看问题,详细分析了我国典型炼化企业HSE管理在体系建立、现场监督、环保管理、职业危害治理和应急管理等多方面仍存在的问题,逐项提出有效解决方案,为HSE管理工作的整改提升提出良好举措。进一步提升炼化企业在HSE管理方面的绩效,以及开创企业HSE管理新局面。
Based on on-site investigations and practical experience in HSE management,the internal and external environments of HSE management in my country’s refining and chemical companies were analyzed.Looking at the problems from the current situation of HSE management,the problems that still exist in the system establishment,on-site supervision,environmental protection management,occupational hazard management and emergency management in HSE management of typical refining and chemical enterprises in my country were analyzed in detail.And propose effective solutions one by one,good measures for the rectification and improvement of HSE management were put forward.The performance of refining and chemical enterprises in HSE management was further improved,and a new situation in enterprise HSE management was created.
