摘要
水利工程项目建设实行“三项制度”,其中项目法人责任制是“三项制度”的核心和主体,贯穿项目建设始终,起着承上启下的作用。但在一些水利工程项目建设中存在项目法人组建不规范、职责不明确、能力不足、履职不到位等突出问题,影响了项目法人责任制效能的有效发挥。文章结合工作情况对项目法人在人员组建、招投标及施工过程的管理工作存在的问题进行简要分析,并提出一些合理性的建议,希望水利工程建设项目法人能够切实履职尽责,提高水利工程的建设管理水平,为进一步促进水利工程建设高质量发展保驾护航。
Water conservancy projects construction implements the Three Systems, in which the project Legal Person Responsibility System is the core and main body of the Three Systems. It runs through the whole project construction and plays the role of connecting the preceding and the following. However, in the construction of some water conservancy projects, there are prominent problems such as irregular establishment of project legal person, unclear responsibilities, insufficient ability and inadequate performance of duties,which affect the effective the effective display of the responsibility system of project legal persons. Based on the work of the project legal person formed in personnel, bidding and construction process, the problems existing in the management work are analyzed and some reasonable suggestions are put forward. It is hoped that legal persons of water conservancy project construction projects can fulfill their duties effectively, improve the construction and management level of water conservancy projects, and further promote the high-quality development of water conservancy project construction.
