摘要
乡村振兴和新发展格局都是关系中国未来发展的重大战略规划。从二者的关系来讲,二者根本目标一致、领域有所交叉、实践进程相互嵌套。同时,乡村振兴是成功构建新发展格局的必然要求和关键环节。以马克思再生产循环理论为理论基础,以乡村振兴助力新发展格局构建过程中生产(环节)关系、分配关系、交换关系及消费关系分析为出发点,研究提出现阶段乡村振兴助力新发展格局构建过程中存在的挑战。为此,采取以下措施以破除现有瓶颈:加快提升乡村人力资本水平、加强关键基础设施建设、开发新型生产要素;丰富农民营收手段、促进城乡融合发展;突破传统循环范畴,注重以县域循环带动乡村振兴;提振农民消费欲望、创新农民消费观念、促进乡村产业提质升级。
Rural revitalization and the new development pattern are both major strategic plans related to China's future development.From the perspective of the relationship between the two,the fundamental goals of the two are the same,the fields are intersecting,and the practice processes are nested in each other.At the same time,rural revitalization is an inevitable requirement and key link for the successful construction of a new development pattern.Taking Marx's theory of reproduction cycle as the theoretical basis and the analysis of the relationship between production(link),distribution,exchange and consumption in the process of rural revitalization to help the construction of the new development pattern as the starting point,the article proposes the challenges in the process of rural revitalization to help the construction of the new development pattern at the current stage.To this end,the following measures will be to break the existing bottlenecks:Accelerate the improvement of rural human capital level,strengthen the construction of key infrastructure,and develop new production factors;Enrich farmers'revenue means and promote the integration of urban and rural development;Break through the traditional cycle category,pay attention to the county cycle to drive rural revitalization;Boost farmers'consumption desire,improve farmers'consumption concepts,and promote the quality and upgrading of rural industries.
