摘要
构建RCEP区域价值链是中国基于双循环新发展格局推进产业升级、实现经济高质量发展需要关注的问题。鉴于中国经济发展及转型仍需国际循环赋能,及其面临逆全球化趋势增强的现实冲突,重新思考如何在RCEP范围内依托小口径国际循环与国内大循环构建区域价值链显得尤为重要。本文采用全球价值链参与度、价值链长度、增加值贸易显性比较优势测度方法,验证中国已经具备构建RCEP区域价值链的现实基础;根据区域内各国价值链地位及参与度分布,提出基于小口径国际循环的RCEP区域价值链产业分工合作模式;充分发挥自由贸易试验区(港)位于双循环交汇点的区位与制度优势,构建以国内大循环为主的“嵌套型”RCEP区域价值链空间布局模式。
Building the RCEP Regional Value Chain is an issue that China needs to focus on to promote industrial upgrading and achieve high-quality economic development based on the“dual-circulation”new development pattern.Given the real conflicts between that China′s economic development and transformation still require the empowerment of the international circulation and the strengthening of the anti-globalization trend,it is particularly important to rethink how to build a Regional Value Chain within the scope of RCEP by relying on the small-caliber international circulation and the domestic large-scale circulation.The article adopts the measurement methods of Global Value Chain participation,value chain length,and relative comparative advantage of value-added trade to verify that China has a realistic basis for building a RCEP Regional Value Chain.According to the value chain status and participation distribution of countries in the region,the RCEP Regional Value Chain industry division and cooperation model based on the small-caliber international circulation is proposed.Give full play to the location and system advantages of the pilot free trade zone(port)located at the intersection of the double cycle,construct a“nested”RCEP Regional Value Chain spatial layout model based on the domestic big circulation.
