摘要
通过对白杨河流域概况、白杨河流域水资源特点、水资源开发利用现状、防洪工程现状、城乡供水工程现状、水能资源开发现状、流域综合管理现状进行分析,指出白杨河流域开发利用存在用水结构不合理,农业用水量过大、缺乏山区控制性水库工程,调蓄能力严重不足、防洪体系不完善,时常遭受洪水威胁、流域生态环境十分脆弱、水利工程设施不完善等问题,建议综合考虑流域现状格局、特点、开发利用目标,建设水资源综合利用、防洪减灾、水资源与水生态环境保护、流域综合管理等体系,实现流域的合理开发利用。
In this paper,the general situation,characteristics of water resources,current situation of water resources development and utilization,current situation of flood control engineering,current situation of water supply engineering in urban and rural areas,current situation of water resources development and comprehensive management of watershed are analyzed.It is pointed out that there are problems in the development and utilization of the Baiyang River Basin,such as unreasonable water use structure,excessive agricultural water consumption,lack of controllable reservoir works in mountainous areas,serious inadequacy of storage capacity,imperfect flood control system resulting in flood threat,very fragile ecological environment in the Basin,and imperfect water conservancy engineering facilities.Finally,the paper suggests that comprehensive utilization of water resources,flood control and disaster reduction,protection of water resources and water ecological environment,and comprehensive management of watershed should be constructed in order to realize reasonable development and utilization of watershed.
