摘要
目的建立北京市三级公立医院重大传染病疫情下的应急能力评价指标体系,评价北京市三级公立医院对突发重大疫情的应急能力。方法结合文献和德尔菲法构建三级公立医院重大传染病疫情应急能力指标体系,采用德尔菲法对指标进行筛选,利用层次分析法计算指标权重。通过分层随机抽样方法,随机抽取北京市17家三级医院进行现况调查,并对结果进行评价。结果构建的指标体系包括6个一级指标、13个二级指标和51个三级指标,其中重症救治能力指标权重最高。调查结果显示,北京市传染病专科医院应急能力最高,承担政府保障任务的医院应急能力紧随其后,其他类型专科医院应急能力较弱,三级甲等医院较三级乙等医院应急能力高。结论应用建立的指标评价体系可对北京市三级公立医院应急能力进行评估,应从重症救治、传染病专业人员数量、感染相关床位数以及发热门诊数量等方面综合提升应急能力。
Objective To establish the evaluation index system of major epidemic emergency response capability and to evaluate the emergency response capability of tertiary public hospitals in Beijing.Methods Combining literature with Delphi,the index system of emergency capacity in tertiary public hospitals were constructed.The indicators were screened by Delphi,and the weight was calculated by the analytic hierarchy process(AHP).By random sampling,17 hospitals were randomly selected for investigation and evaluation.Results The index system inclucled 6first-class indexes,13 second-class indexes and 51 third-class indexes,among which the index of critical care ability had the highest weight.The results showed that infectious disease hospital had the highest emergency response capacity,followed by the hospital that undertake government safeguard tasks,other types of specialized hospital had weak emergency response capacity,and the emergency response capacities of tertiary grade A general hospitals were higher than that of tertiary grade B hospitals.Conclusion The established index evaluation system can be used to evaluate the emergency response capability of three-level public hospitals in Beijing.It suggests that the emergency response capability of hospitals should be comprehensively improved in critical care capability,the number of infectious disease professionals,the number of infection-related beds and the number of fever clinics,and so on.
