治理单元重构视角下城市基层治理的困境与进路——基于历史脉络的思考 被引量:7

The Dilemma and Approach of Urban Grassroots Governance from the Perspective of Governance Unit Reconstruction:Thinking Based on Historical Context

摘要 本文从治理单元重构的角度出发,基于历史脉络,思考城市基层治理的困境与进路。在传统时代,行政化的管理单元与侧重社会性的地域单元是划分基层治理单元的两种思路。其中,在清代的街坊这一复合型单元中,管理单元与地域单元走向了稳定的合流,行政化与社会性之间取得了较好平衡。立足近代以来城市治理的重塑方式与新中国成立以来的治理经验,我们可在借鉴街坊得以灵活运作的结构性因素的同时,结合城市治理的制度化、整合度、精准性的要求,构建“党建+单元矩阵”模式,完成社区居民的再组织化,解决当前治理中行政化与社会性的平衡难题,在多元共治的基础上实现治理需求的精准落实。 This article starts from the perspective of governance unit reconstruction,based on the historical context,considers the plight and approach of urban grassroots governance.In the traditional era,administrative management units and socially focused regional units are two ways of dividing grassroots governance units.Among them,in the complex unit of the neighborhood in the Qing Dynasty,the management unit and the regional unit moved towards a stable convergence,and a good balance was achieved between administration and sociality.Based on the reshaping methods of urban governance since modern times and the governance experience since New China,while drawing on the structural factors that neighborhoods can operate flexibly,combined with the requirements of institutionalization,integration and precision of urban governance since modernization,constructing a “Party Building + The Unit Matrix” model may solve the problem of balancing administration and sociality,complete the reorganization of community residents,and achieve precise implementation of governance needs on the basis of multiple co-governance.
