摘要
探索建立行政审批局是全国相对集中行政许可权改革过程中出现的重要模式之一。自四川省成都市武侯区和天津市滨海新区行政审批局建立后,该模式经历了"正式创立、两轮试点、广泛扩散"三个阶段,形成了全国大范围扩散的格局。基于333个地级行政区、2844个县级行政区和功能区的政府门户网站及相关新闻报道资料,构建了全国行政审批局扩散数据库,并通过对数据的分析考察行政审批局模式的创新扩散轨迹与特征。研究发现,行政审批局模式的扩散累积数量变化在时间上符合S型曲线,该模式的扩散在空间上呈现出"近邻效应"与"近攻效应"并存的特点。在扩散网络方面,行政审批局模式的扩散形成了多层级、纵横交错的扩散格局与"吸纳—辐射"式的扩散轨迹。对行政审批局模式的创新扩散案例进行分析,既可以解释传统政策扩散理论适用于中国政策扩散实践的有效性,也揭示出中国政策创新扩散的独特机理与特性。
The establishment of administrative examination and approval bureau is one of the important models in the process of the reform of relatively centralized administrative licensing in China.Since the establishment of administrative approval bureau in Wuhou District in Chengdu,Sichuan Province and Tianjin Binhai New Area,this model has gone through three stages:formal establishment,two rounds of pilot projects and widespread diffusion,forming a pattern of nationwide diffusion.Based on the E-government portals of 333 prefecture-level administrative regions,2,844 county-level administrative regions and functional regions and related news reports,the diffusion database of the national administrative examination and approval bureaus was constructed,and the track and characteristics of innovation diffusion of the administrative examination and approval bureau model were investigated through data analysis.It is found that the change of the diffusion cumulative quantity of the administrative examination and approval bureau model accords with the S-shaped curve in time.The diffusion of this model is characterized by the coexistence of "neighbor effect" and "competing effect" in space.In the aspect of diffusion network,the diffusion of the administrative examination and approval bureau model has formed a multi-level and criss-crossing diffusion pattern and a "absorption-radiation" diffusion track.Analyzing the innovation diffusion cases of the administrative examination and approval bureau model can not only explain the effectiveness of traditional policy diffusion theory in China’s policy diffusion practice,but also reveal the unique mechanism and characteristics of China’s policy innovation diffusion.
