摘要
高技术产业的创新效率决定着国家的创新水平和创新进程,科技兴则国家兴,实体产业强则国家盛。文章在“创新投入—创新产出—成果转化”的创新链视角下,将创新活动分为技术研发和成果转化两个阶段,运用DEA-Malmquist生产率指数法,对2005—2017年中国高技术产业创新效率进行测算与分解。结果表明:第二阶段的成果转化效率明显低于第一阶段的技术研发效率,技术研发阶段规模效率低下,成果转化阶段整体创新效率较低。东、中、西部三个区域在两阶段发展极不均衡,有一半以上省域呈现出“高研发、低转化”现象。据此,文章从政产学研深度联动、突出发展科技金融、区域间要素充分流动、创新科技资金配置等方面对提高中国高技术产业创新效率提出政策性建议。
The innovation efficiency of the high-tech industry determines the country's level of innovation and innovation process,The rise of science and technology leads to the prosperity of the country,while the strength of the physical industry leads to prosperity.From the perspective of the innovation chain of"innovation input-innovation output-achievement transformation",this paper divides inn-ovation activities into two stages:Technology R&D and achievement transformation.This paper use DEA-Malmquist productivity index method to calculate and decompose the innovation efficiency of high-tech industries.The results show that the efficiency of transformation of results in the second stage is significantly lower than the efficiency of technology R&D in the first stage,the scale efficiency of the te-chnology R&D stage is low,and the overall innovation efficiency of the transformation stage is low.The two stages of development in the central,eastern and western regions are extremely uneven,and more than half of the provinces in China exhibit the phenomenon of"high R&D,low conversion".Based on this,this paper proposes suggestions for improving the innovation efficiency of China's high-tech indus-try from the aspects of deep linkage between government,industry,university and research institute,highlighting the development of scie-nce and technology finance,full flow of interregional factors,and allocation of innovative technology funds.
