摘要
2021年3月15日,习近平总书记在中央财经委第九次会议上,提出构建以新能源为主体的新型电力系统构想。构建新型电力系统是促进能源转型和实现碳达峰、碳中和的重要支撑,但目前新型电力系统概念不甚清晰,双碳目标与它的关系也有待进一步明确。为此,本文主要在分析现有问题的基础上,总结了在“碳达峰、碳中和”目标下,以新能源为主体的新型电力系统建设面临的三大矛盾,并分别提出相应的建议。
On March 15,2021,At the ninth Meeting of the Central Financial and Economic Commission,General Secretary Xi Jinping proposed the concept of building a new power system with new energy as the mainstay.The construction of new power system is an important support to promote energy transition and achieve carbon peak and carbon neutrality.However,the concept of new power system is not clear at present,and the relationship between“dual carbon goals”and it needs to be further clarified.Therefore,on the basis of analyzing the existing problems,this paper summarizes the three major contradictions faced by the construction of new power system dominated by new energy under the goal of“carbon peak and carbon neutrality”,and puts forward corresponding suggestions respectively.
