摘要
长江中下游地区是中国经济发展最活跃、开放程度最高、创新能力最强的区域之一,是长江流域的精华地带,沿江经济的发展对长江河道的依赖愈来愈强。在回顾总结新中国成立以来长江中下游干流河道的治理历程及成效的基础上,从完善防洪体系、推动长江经济带高质量发展、满足人民群众美好生活向往等方面分析了河道治理面临的新需求及新形势,并对今后长江中下游干流河道的治理进行了展望。新中国成立以来70 a的河道治理工程起到了稳定与控制河势的作用,有效支撑了沿江经济的稳步健康快速发展,为长江中下游干流河道的综合治理提供了支撑与保障。建议今后在河势控制的基础上,将湿地保护、生态修复、景观建设、文化传承充分融入到河道治理中,实现真正意义上的综合治理。
The middle and lower area of the Changjiang River,the essence of the whole basin,is one of the regions with the most active economic development,the highest degree of openness,and the strongest innovation ability in China.The economic development along the river is increasingly dependent on the Changjiang River.This article reviewed and summarized the governance process and achievements of the mainstream rivers in the middle and lower reaches of the Changjiang River since the founding of the People′s Republic of China.From the aspects of improving the flood control system,promoting the high-quality development of the Yangtze River Economic Belt,and meeting the people′s yearning for a better life,we analyzed the new needs and new situations faced by the river,and looked forward to the future governance of the mainstream in the middle and lower reaches of the Changjiang River.Since the founding of the People′s Republic of China 70 years ago,the river harnessing projects have played a role in stabilizing and controlling the river regime,effectively supporting the steady,healthy and rapid development of the economy along the river,and providing support and guarantee for the comprehensive management of the mainstream in the middle and lower area of the Changjiang River.It is suggested that on the basis of river control,wetland protection,ecological restoration,landscape construction and cultural inheritance should be fully integrated into river management to achieve comprehensive management in the true sense.
