摘要
社区公共安全是城市公共安全的基石,在国家应急管理体系中发挥基础性作用。加强社区公共安全风险治理,对提升城市应急管理能力、促进城市治理能力现代化实现具有重要意义。本文基于风险管理基本理论,构建了包括风险治理理念、风险治理主体、风险治理流程与内容以及风险治理保障的城市社区公共安全风险治理模式。通过对北京市几个社区的调查发现,北京市在推进社区公共安全风险治理工作方面,尽管已经取得一定成效,但仍存在风险治理理念贯彻不够深入、多元主体合作治理效能不足、具体风险治理工作重形式轻内容、保障资源不能满足切实需求等问题,本文提出了进一步提升社区公共安全风险治理能力的对策建议。
Community public security is the cornerstone of urban public security and plays a basic role in the national emergency management system.Strengthening community public security risk governance is of great significance in enhancing urban emergency management capacity and promoting the modernization of urban capacity for governance.Based on the risk management theory,this paper constructs a risk governance model for urban community public security,which includes the concept of risk governance,risk governance subjects,risk governance processes and contents,and risk governance guarantees.Through an investigation of several communities in Beijing,it is found that although some achievements have been made in promoting community public security risk governance,there are still problems such as insufficient implementation of risk governance concept,insufficient effectiveness of multi-agent cooperative governance,a focus on the form rather than the content in risk management work,and the failure of guarantee resources to meet practical needs.This paper puts forward some countermeasures and suggestions to further improve the capacity of community public safety risk governance.
