摘要
建设“人人有责、人人尽责、人人享有”的乡村社会治理共同体,对于新时代实施乡村振兴战略具有重要的推动作用。当前我国乡村社会发生了巨大的变迁,主要体现为农村由封闭型走向流动型、农民由群体化转向个体化以及治理单元扩大化3个方面,由此相应带来了村治主体空心化、公共精神淡漠化、网络关系陌生化等消极影响,成为构建乡村社会治理共同体的困境。针对于此,湖南宁乡大成桥镇“六化社团”、浙江桐乡“三治融合”和湖北秭归“幸福村落”3个地区的乡村采取了不同的应对措施,成功构建了乡村治理共同体。3个实践案例对于乡村社会变迁中的治理共同体构建有4个方面的启示:注重党建的重要推动作用、注重提升村民的参与深度、注重挖掘传统治理资源、注重引入切合地方实际的激励机制。
Building a rural governance system in which responsibilities are shared and duly fulfilled,and achievements are enjoyed by all plays an important role in promoting the implementation of rural revitalization strategy in the new era.The great changes have taken place in rural society in our country,which are mainly reflected in the following three aspects:the countryside changes from closed to mobile,famers changes from collectivization to individualization and governance units expands.These changes have brought negative effects including hollowing out the subject of countryside governance system,indifference of public spirit and defamiliarization of network relations,which has become the dilemma of building a countryside governance system.In view of this,the villages in three areas,namely"six mass organizations"in Dachengqiao Town,Ningxiang,Hunan province,"governance integration"in Tongxiang,Zhejiang province and"happy village"in Zigui,Hubei province,have taken different measures to successfully build a rural governance system.The three practical cases have four implications for the construction of governance system in rural social change:focusing on the important promoting role of the party building,focusing on enhancing villagers′participation,traditional governance resources and the introduction of local incentive mechanism.
